The Thalmor Justiciar

Build overview

This is not a stealth assassin wearing Thalmor colours. It is a battlefield Justiciar modeled on the hostile Thalmor encountered in Skyrim: a mage first, a swordsman second, and an officer who expects obedience before the first spell is cast.

“The treaty is not a request. Your gods, your steel, and your silence now answer to the Dominion.”

Begin each serious fight behind a flesh spell, summon a flame atronach to divide the enemy, and use lightning to strip hostile mages of Magicka. Draw an enchanted Elven sword when warriors survive the approach or when cramped rooms make ranged casting unsafe.

Maintain a formal robe set and a light-armoured field set. The Anniversary Edition's Elven Hunter armor gives the build its best practical expedition uniform, while Thalmor robes remain mandatory for cities, interrogations, and diplomatic work.

Writ of authority

Backstory

You were raised in a minor but immaculate family of Alinor administrators, where pedigree opened the first door and performance decided whether it remained open. Magical discipline came easily. Sympathy did not. The tutors who praised your control over lightning also praised your ability to repeat an ugly order without changing your expression.

The Great War ended before you were old enough to fight in it, but its victory shaped every lesson of your youth. Human empires were temporary arrangements. Talos was not merely a mistaken god but a political weapon, proof that men would elevate conquest into divinity and call the result faith. Skyrim, with its shrines, rebellions, and hereditary grievances, became the clearest test of whether the White-Gold Concordat meant anything beyond ink.

You entered Thalmor service as an examiner of confiscated correspondence, then advanced by identifying a chain of Talos couriers hidden inside respectable trade. Elenwen’s office transferred you north with a field commission: inspect enforcement failures, measure the College of Winterhold as a strategic threat, and ensure that neither side of the civil war became strong enough to dictate terms to the Dominion.

Your party crossed the border under sealed papers and Imperial escort. Near Helgen, confusion swallowed protocol. Stormcloak prisoners, an overeager captain, and a missing name on a ledger reduced a representative of the victorious Dominion to another bound body in a cart. You remembered every face that ignored your protest.

Then the dragon came.

You escaped beside Hadvar because the Empire remains useful and because living witnesses can be corrected later. Your credentials, uniform, and contact orders were lost in the destruction. Until the Embassy recognizes you again, authority must be rebuilt from appearance, action, and fear: recover the black robes, claim a proper Elven field harness, establish contact with Ondolemar, and remind Skyrim that a treaty enforced by one Justiciar is still the law.

The province calls you foreign. You regard that as a temporary error of administration.

Health

Enough to survive arrows, two-handed power attacks, and the dangerous transition from ranged casting to sword work. Armor is situational rather than constant, so Health cannot be neglected.

Magicka

The largest investment. Every engagement asks for a flesh spell, an atronach, sustained shock damage, and an emergency ward or heal before the sword is drawn.

Stamina

A controlled reserve for closing distance, shieldless power attacks, and long patrols in light armor. The build is an officer with a blade, not a stamina duelist.

Destruction

Specialize in shock. Sparks, Lightning Bolt, Chain Lightning, and Thunderbolt punish enemy mages and avoid the frost resistance common among Nords. Open from range, force the enemy to spend resources reaching you, and reserve wide-area spells for fights where civilians and Dominion personnel are clear.

Carry an Elven sword as the primary sidearm and an Elven dagger as the badge of a covert officer. Use the sword after the atronach has divided attention, favor controlled power attacks, and never replace either weapon with a visibly human, Nordic, Orcish, Dwarven, or Daedric design.

A flame atronach is the signature auxiliary because it mirrors the elemental summons used by Thalmor mages and counters Skyrim's frost-hardened warriors. Summon before entering a room or at the enemy's flank; do not practice necromancy, which reduces an officer of the Dominion to scavenging human corpses.

Restoration

Wards make the unshielded Justiciar credible against dragons and hostile mages, while healing keeps him independent of companions. Train the school for Lesser Ward, Steadfast Ward, Fast Healing, and Recovery rather than undead-hunting crusader perks.

Flesh spells are the formal-robes defense and remain useful beneath the lighter field harness until armor perks mature. Magic Resistance and Stability express drilled magical discipline without changing the build into a passive tank.

Train only in the field uniform. Elven Light, Elven Hunter, and Elven Gilded sets preserve speed and cultural identity while giving the sword phase enough protection to work on Master difficulty.

Altmeri craftsmanship should make even standard Elven equipment superior to whatever Skyrim can offer. Favor shock damage, Magicka regeneration, reduced Destruction or Conjuration costs, One-Handed damage, and magic resistance; do not wear a stronger item if its material language is beneath Dominion service.

Articles of Dominion service

Role play

Play the Justiciar as a disciplined political villain. His contempt for Nords, hatred of Talos worship, and belief in Altmeri supremacy should govern equipment, allies, dialogue, travel, and the quests he refuses as firmly as they govern combat.

    Altmeri workmanship only

    Use only Elven weapons and elven-made armor, including Thalmor robes, Elven Light Armor, Elven Hunter Armor, and Elven Gilded Armor. Human steel may be sold, confiscated, or handed to Imperial auxiliaries, but never equipped even when its numbers are better.

  2. 02

    Talos is evidence

    Confiscate every Amulet of Talos, report open worship when a quest permits it, assist Ondolemar in Markarth, and treat shrines as illegal political sites. Never receive a Talos blessing or complete a favor whose purpose is to preserve the cult.

  3. 03

    Skyrim is occupied territory

    Speak to Nords with formal contempt, favor intimidation over warmth, and assume that local tradition is either provincial or seditious. The prejudice is part of this villain playthrough; do not soften it whenever a Nord happens to be useful.

  4. 04

    The war must continue

    The Dominion benefits from a divided Empire and an exhausted Skyrim. Never join the Stormcloaks, and do not complete the Imperial civil-war line. If you enlist with Tullius for access, recover the Jagged Crown and then suspend the campaign before either side can win.

  5. 05

    Do not counterfeit the Voice

    Avoid shouts and do not build the character around being Dragonborn. After Helgen, leave the main quest dormant before Dragon Rising; Nordic dragon-language is politically dangerous, theatrically crude, and unnecessary to a trained Altmer mage.

  6. 06

    Dominion lives are not loot

    Never attack a Thalmor patrol, Embassy guard, prisoner escort, or Northwatch soldier for equipment. Recover uniforms from already fallen agents, use the documented Helgen-area field cache, or allow hostile creatures and rebels to create a lawful salvage opportunity.

  7. 07

    Loyalty can be instructed

    Recruit only Mer companions, issue Thalmor robes or an improved Elven field harness with elven-made weapons, and complete at least three Dominion-minded operations together. Their first scepticism is probation; after Search and Seizure, a College inspection, and an Imperial reconnaissance mission, roleplay any warmer or more professional tone as growing acceptance of Thalmor purpose. This is an imagined induction, not a mechanical faction conversion.

  8. 08

    An officer does not skulk

    Do not use Sneak as the default combat solution. Enter openly in robes or field armor, issue the imagined demand for compliance, and begin with decisive magic when it is refused. The Elven dagger is for intelligence work and executions, not backstab loops.

  9. 09

    Highborn is an order, not a panic button

    Activate the Altmer racial power at the beginning of important engagements so the full spell sequence can be sustained. A Justiciar demonstrates magical superiority before the battle becomes desperate.

Strategic survey
Survey no. 01

Survey 01

The embassy turns a remote mountain estate into a permanent statement of Dominion jurisdiction inside Skyrim.

Survey 02

Solitude's campaign tables are observed as instruments of treaty policy, never as the councils of an equal ally.

Survey 03

Ondolemar's post beneath the keep makes Markarth the clearest place to turn the Concordat from diplomatic language into arrests.

Survey 04

Fortified roads are inspected as strategic arteries through occupied territory, whether Imperial soldiers or bandits currently hold the walls.

Survey 05

The College is a reservoir of dangerous knowledge to be watched, measured, and used without ever becoming home.

Black cloth and gilded steel

Equipment

Keep two uniforms. Thalmor robes are the formal dress of an investigator, emissary, and arcane interrogator; Elven Light or Elven Hunter armor is the field harness for caves, ruins, and open fighting. Every blade, bow, and piece of protective metal must be of elven make.

Unique artifact — only one can be recovered in a playthrough.

Ceremony, expedition, investigation

Three complete uniforms for distinct duties, preserving a recognizably Altmeri silhouette in the embassy, on hostile roads, and inside monitored institutions.

The unhooded Justiciar

Unhooded robes are the public uniform for courts, interrogations, and any meeting where Dominion rank should be read immediately.

The expedition officer

Elven Hunter Armor is the practical Anniversary Edition field harness, keeping speed and elven workmanship without adopting a human military style.

The hooded investigator

The hooded uniform belongs to travel, surveillance, and coercive work where the agent remains unmistakably Thalmor but less ceremonially exposed.

Company fit for the Dominion

Companions & homes

Anniversary Edition offers no recruitable Altmer or Thalmor follower, so the closest lawful compromise is to keep mortal company among the Mer. Teldryn Sero and Jenassa are accomplished Dunmer mercenaries already present in Skyrim's official content: neither begins loyal to the Dominion, but the correct uniform and a shared circuit of enforcement missions can become a roleplayed induction into its service.

Its speed and ranged fire divide hostile attention, punish frost-resistant Nords, and leave the Justiciar free to drain enemy Magicka with lightning. Upgrade to a Potent Flame Atronach if the relevant perk is taken, but do not replace it with a corpse or an animal pet.

    Hire Teldryn at the Retching Netch and treat the contract as the recruitment of a seasoned provincial operative. His one-handed spellsword style, fire magic, and summoned atronach mirror the Justiciar's own mixed doctrine closely enough to make him the natural senior companion. Give him improved Elven Hunter Armor and an Elven sword so the follower equipment rules favour the new field uniform, then let repeated Dominion work turn a mercenary arrangement into imagined professional loyalty.

    Hire Jenassa from the Drunken Huntsman as the quieter reconnaissance choice. Her archery, dual-wielding, and comfort in light armor cover the ground the spell-dominant Justiciar leaves open. Improve a complete Elven Light or Elven Hunter set until she equips it, then issue an Elven sword, dagger, and bow. After several investigations, treat her blunt mercenary reserve as the disciplined tone of an agent who has learned the value of Dominion patronage.

    The public address. Solitude is the Imperial capital of Skyrim, close to the Embassy road and filled with officials worth observing. Keep robes, confiscated Talos amulets, reports, and court clothing here; the house should look like the respectable residence of a foreign officer rather than an adventurer's trophy hall.

    The covert safehouse. Its concealed entrance and private storage support an intelligence posting in the hold least responsive to formal authority. Authority beneath the eagle

Factions

The Thalmor are the only true allegiance, although they are not a joinable player faction. The College is an intelligence assignment and the Imperial Legion is a treaty-bound instrument; neither is owed personal loyalty, and neither should be allowed to eclipse Dominion interests.

The Thalmor

Serve Elenwen's mission, enforce the White-Gold Concordat, preserve Dominion lives, and regard every institution in Skyrim as a temporary means of weakening human resistance. Because the faction cannot be formally joined, allegiance is expressed through Search and Seizure, equipment restrictions, forbidden quests, patrol conduct, and the refusal to help Talos worshippers.

Join to inspect Saarthal, identify promising research, train the six magical disciplines, and monitor a school that operates beyond Imperial control. Do not become emotionally attached to its students. If the questline is completed, interpret the removal of Ancano as eliminating a rogue operative whose recklessness threatened a larger Dominion strategy.

Imperial Legion

Follow Hadvar from Helgen and cooperate with Tullius when it grants access or suppresses an immediate Stormcloak gain. The Empire remains a defeated rival, not a homeland. Do not deliver final victory; a contained rebellion consumes more human strength than a settled province.

A circuit of occupation

Quest route

This route establishes the disguise, the field uniform, the Markarth inquisition, and the Justiciar's strategic use of Skyrim's institutions. It deliberately avoids resolving the civil war and treats Auriel's Bow as an Altmeri relic to be recovered rather than an excuse to become a conventional hero.

    Follow Hadvar out of Helgen and accept Imperial aid without mistaking it for friendship. The dragon attack explains the loss of papers and contact with the Embassy; after reaching safety, leave the main quest dormant before Dragon Rising so the build never depends on shouts or Nordic prophecy.

    Next waypoint Once a Hunter

    Read the Guard Dossier in the Falkreath Guard Barracks and recover the Alternative Armors — Elven Hunter set. This is the Anniversary Edition field uniform and the first major equipment objective, giving the Justiciar a practical martial silhouette without compromising the elven-only rule.

    Next waypoint First Lessons

    Enter the College of Winterhold under the pretext of formal study. Train Destruction, Conjuration, Restoration, and Alteration, survey Saarthal if desired, and treat every relationship as an intelligence contact. Stop the College story whenever continued involvement would force a break with the character's wider mission.

    Next waypoint Search and Seizure

    Assist Ondolemar in exposing Ogmund's Talos worship in Markarth. This is the clearest playable act of Thalmor service in Skyrim and should be treated as the moment the Justiciar's writ of authority becomes active rather than merely imagined.

    Next waypoint The Jagged Crown

    Join the Imperial Legion as a foreign observer, deny the crown to Ulfric, and return it to Tullius. Then halt the civil-war questline. The Dominion wants the Stormcloaks checked but not annihilated, and the Empire stabilized but not restored.

    Final destination Touching the Sky

    Work with the Dawnguard only long enough to enter the Forgotten Vale and recover Auriel's Bow. The Falmer are viewed as a ruined warning rather than kin, while Knight-Paladin Gelebor and the Chantry are treated with the solemn respect due surviving elven history. Keep the bow even if it remains a displayed relic.
